How does it work?
The HughesNet website claiming to be ‘America's #1 Choice for Broadband by Satellite’ explaining about the system states that a certified HughesNet installer will connect the customer’s computer to a satellite modem and link it to a satellite dish (antenna) that's typically mounted on the roof of the customer’s home. The satellite dish sends and receives information (i.e., email, Web pages, files) over the Internet and delivers it to the customer’s computer ‘almost instantly.’

HughesNet also has a promotional Plan for either of the business options whereby you get the equipment and the standard commercial installation at $199. However you have to give a 24-month commitment. After the 24th month, the monthly fee reverts to the standard monthly rate, depending upon the plan you have chosen.
It may be seen from the Tables above that there is a column titled ‘Download Threshold’. HughesNet defines ‘Download Threshold’ as the ‘volume of data that can be downloaded continuously before the Fair Access Policy may restrict the download speed’.
The Fair Access Policy of HughesNet reads as under:
‘To ensure fair Internet access for all HughesNet® subscribers, HUGHES® maintains a Fair Access Policy (FAP). This policy establishes an equitable balance in Internet access for HughesNet subscribers. Hughes assigns a download threshold to each service plan that limits the amount of data that may be downloaded during a typical day.
Subscribers who exceed that threshold will experience reduced download speeds for approximately 24 hours. Subscribers will return to normal download speeds after the recovery period as long as they minimize their bandwidth-intensive activities. If they continue these activities during this recovery period, reduced download speeds may continue beyond 24 hours.’
Thus HughesNet claims that it maintains the Fair Access Policy to ensure fair Internet access for all subscribers.
